It happens to me to add subtitles in rather unusual languages. This time was Georgian.
Don't even try to guess what encoding it uses - the fact is that there is no Georgian encoding! All you have to get is Georgian font, which will "translate" your letters into Georgian letters. Try to copy/past some text with other font than Georgian, it will show you something like transliteration of Georgian words.
So to get Georgian letters in your subtitling or editing soft, just choose Georgian font as a font for subtitles. Font you can use: Acad Nusx Geo.ttf. Download here (need to wait for 30 seconds or share their site) or here (site in Georgian language with many other Georgian fonts, press the button with red arrow to download).
But: it happens that not all software could show all letters and symbols correctly. I was trying to add subtitles with AnyVideo Converter (as described here), but there was some trouble with some symbols - they were not shown correctly. The best workflow was to make subtitles in Avid.
After I've imported .stl (how to prepare subtitles in Avid read here) it turned to be that there was a problem with dashes and quotes. I had to check it manually - in SubCap - > Edit Master Caption List... (it's important to have Georgian -speaking person on board) and copy again. But after everything was perfect and exported perfectly!
